Finding the right skills, expertise and experience for a project is challenging in large organisations. We defer to our personal contacts and ‘alternative’ channels in our search (friend-of-friends, LinkedIn network) but this consumes time and may not result in finding the right person, team, or facility. Leveraging existing organisational information systems for clues allow users to join the dots and seek out relevant capability and expertise. We have developed the CSIRO Network tool, which is a data-driven online capability discovery platform. It joins up information systems from human resources, publications, project management and staff profiles. The Network tool gives users the ability to explore information about people and their collaborations through several interlinked perspectives. The connections between people and their collaborations form a rich and complex network that users can search, explore and navigate. The result is access to over a million interlinked connections across CSIRO’s organisational data, publications and staff profiles, which are visualised and presented in interesting and interactive ways for users to understand complex data from multiple sources quickly and aid in capability discovery.
We present the design of the platform, the tools used to integrate and harmonise the data, and the data-driven visualisations made possible from the underlying technical architecture and compare this with Scholix. We discuss some recent applications of the platform beyond the web portal, such as an advanced RDF based graph query engine. We also discuss how this framework is generic enough to be applied to other organisations to enable capability discovery.
Dr Jonathan Yu is a data scientist researching information and web architectures, data integration, Linked Data, data analytics and visualisation and applies his work in the environmental and earth sciences domain. He is part of the Environmental Informatics group in CSIRO Land and Water. He currently leads a number of initiatives to develop new approaches, architectures, methods and tools for transforming and connecting information flows across the environmental domain and the broader digital economy within Australia and internationally.
